Is UM-208 a light-sensing controller?

No. UM-208 is a shorting cap used to maintain circuit conduction in a compatible photocontrol receptacle. Confirm the required circuit behaviour; it does not provide automatic dusk-to-dawn switching and is not an open-circuit cap.

What establishes the IP66 rating?

Confirm the cap, mating receptacle, gasket and installation conditions covered by the applicable test documentation. The installed accessory rating does not automatically establish the rating of the whole luminaire.
